This is what happens when a major political party is gripped by governmentphobia for 37 years - not only does it have no desire to actually govern, it also has no ability to actually govern.
After 7 years of obstructionism and opposition, the GOP doesn't yet have a bill that it can get passed even though it controls both the House and Senate.
